On April 29, Forward Defense senior fellow and acting director of Rafik Hariri Middle East Programs Thomas Warrick was quoted in a Defense One article titled, “Lend-lease bill could help Ukraine negotiate peace with Russia.” Warrick comments that the bill will strengthen Ukrainian negotiations with Moscow, and help keep aid flowing indefinitely.
