The Wall Street Journal covers Ukrainian Prime Minister Arseniy Yatsenyuk’s address at the Atlantic Council:
[Yatsenyuk] also met with leaders of the International Monetary Fund and made a public appearance before the Atlantic Council, a foreign-affairs think tank.
There, he warned U.S. foreign policy experts that a failure by the West to protect Ukraine could have grave security repercussions beyond the borders of the former Soviet Union.
He pointed to a 1994 agreement in which Kiev gave up its nuclear weapons arsenal—at the time, the third-largest in the world—in exchange for security assurances from the U.S., U.K. and Russia. By implication, he questioned whether the West was capable of following through on its security guarantees.
“We executed this memorandum. And now we ask for this protection,” Mr. Yatsenyuk said. “How can the world ask another country to stop its nuclear program?”
