Bushra Shammout is a 2025–2026 Millennium fellow and the head of energy security winter preparedness strategy and ministerial briefing at the UK Department for Energy Security and Net Zero, where she works to strengthen UK energy security after the cessation of Russian gas. Previously, she held leadership roles at the Joint Biosecurity Centre and UK Health Security Agency. She was selected as a Cabinet Office Secure Leaders fellow, a program developing high-potential leaders in government security. As one of the few visibly Muslim female leaders in national security, she advocates for diversity and inclusion. Shammout is passionate about science, technology, and security and is committed to advancing the UK’s ambition to become a global science and technology superpower. Holding a PhD in biosecurity, she has published research, received awards, and gained press recognition. She is also a fellow of the Higher Education Academy and an assistant professor, delivering leadership programs in Arabic and English to equip emerging leaders in the UK and Middle East with policymaking skills.
