Major General (ret.) Volodymyr Havrylov is a nonresident senior fellow at the Atlantic Council’s Eurasia Center. Havrylov retired from military service in 2018 with extensive experience in defense analysis, strategic planning, and international relations. Havrylov served as the deputy minister of defense of Ukraine from February 2022 to September 2023 during some of the most critical years of Russia’s full-scale invasion of Ukraine.

Havrylov’s military career has included positions in the analytical and operational departments of the Ministry of Defense of Ukraine and the command of the Military Diplomatic Academy. He has also held the position of Ukrainian defense attaché in the United States, the United Kingdom, and Romania.

In 2019, Havrylov was awarded the US Legion of Merit medal “for exceptionally meritorious service,” in honor of his direct contributions to the pursuit of regional stability and the enhancement of capabilities and readiness between Ukraine and the United States.

Havrylov is also the co-founder and director of the Veterans Dozen Foundation, an organization established in 2019 to support the rehabilitation of wounded and injured veterans through sports. He has authored numerous articles and interviews on Russia’s war in Ukraine.
