On behalf of the Atlantic Council’s Cyber Statecraft Initiative, within the Scowcroft Center for Strategy and Security, please join us for a virtual panel discussion on the recently-disclosed PIPEDREAM malware.

On April 13, the Department of Energy, the Cybersecurity and Infrastructure Security Agency, the National Security Agency, and the Federal Bureau of Investigation released a joint  advisory about a new malicious software toolset capable of meddling with a wide range of industrial control system equipment – labeled by the cybersecurity firm Dragos “PIPEDREAM.”

PIPEDREAM represents one of the most dangerous threats to operational technology (OT) to date. Fortunately, there are no signs it has been actively deployed to destructive effects yet.

Discovered and disclosed without positive attribution amidst a major land war in Europe, the response to PIPEDREAM offers important insight into state of public-private operational collaboration in cybersecurity and its interaction with national security priorities. This discussion convenes a collection of Atlantic Council fellows to discuss how PIPEDREAM was disclosed and what it means for industry, the United States, allies, partners, and adversaries around the world.
