Lieutenant Colonel Chung-Yu Chou is a visiting military fellow hosted by the Indo-Pacific Security Initiative at the Atlantic Council’s Scowcroft Center for Strategy and Security.

He is a military instructor at the Army Command and Staff College, specializing in logistical support and war history. Previously, he served in the military education affairs division of Taiwan’s Ministry of National Defense for five years, during which he visited eleven countries and attended multiple conferences chaired by NATO Defense College. His understanding of deterrence and resilience deepened after researching how China utilized a gray zone conflict strategy to pressure Taiwan, using the visit of the US speaker of the House of Representatives as a case study. Chou is committed to understanding China’s strategy for better preparation in potential conflicts.

Chou holds a master’s degree in applied physics from Chung Cheng Institute of Technology and a bachelor’s degree in physics from the Republic of China Military Academy.
