Isaac “Ike” Harris is a nonresident senior fellow at the Atlantic Council’s Transatlantic Security Initiative within the Scowcroft Center for Strategy and Security, where his work focuses on technology security and China. He is the CEO of Prime Services and Consulting, a national security focused consulting firm. He also serves as an adjunct fellow at the Foundation for Defense of Democracies in the Center on Cyber and Technology Innovation.

Harris’s work focuses on the interplay of technology and state power, as well as strategies to support Ukraine. He has experience managing supply chain risk for the US government and commercial companies. In government, he advised the undersecretary of defense for policy on economic and technology competition with China and the development of policy to counter autocracies. He has more than two decades of experience as a Navy officer serving at sea and across Washington, DC, in the Department of Defense, the interagency, and the US Congress. His final operational tour as a surface warfare officer was as the commanding officer of USS RAMAGE (DDG-61), home ported in Norfolk, Virginia, where he deployed to Europe and the Middle East.
