Mark Mowrey is a nonresident senior fellow at the Atlantic Council Turkey Programs.

Mowrey was deputy assistant US trade representative for Eurasia and the Middle East from 2007 until his retirement from government service in October 2023. Prior to this, he held a similar position focused on trade issues with the European Union. During his time at the Office of the United States Trade Representative (USTR), he led or participated in free trade and other negotiations and consultations with numerous countries throughout Europe, the Middle East and North Africa, and parts of the former Soviet Union. In helping to develop and implement US trade policy, he worked extensively with members of the US Congress and staff, interagency colleagues across the federal government, and representatives of the private sector and civil society. Prior to joining USTR in 1995, he worked for over three years at the Commerce Department and ten years in the foreign service with the State Department.

He received a master’s degree at Georgetown University’s School of Foreign Service in 1979 and a bachelor’s degree at the University of Pennsylvania in 1977. In retirement, he has pursued a number of interests, including a lifelong passion for travel through his co-ownership, with his wife of forty years, of a travel consultant franchise.
