Olivier-Remy Bel is a nonresident senior fellow at the Atlantic Council, with a background in European security. He also serves as Special Advisor for the French Presidency of the EU at the French Ministry for the Armed Forces and was previously (2019-2021) a Visting Fellow at the Atlantic Council.

Before that, he was a staffer to Florence Parly, the French Minister of Defense, in charge of European and African Affairs as well as Arms Export Control. He was previously working for the French Ministry of Defense’s Directorate General for International Relations and Strategy. There, he served as Head of the EU Desk, where he was in particular involved in negotiating European initiatives such as the European Defence Fund and the Permanent Structured Cooperation (PESCO), and Head of the North America Desk.

A graduate from the Ecole nationale d’administration (ENA – the French civil service fast stream training program), he holds a B.A. from Cambridge University, an M.A. from the Paris Institute of Political Studies (Sciences Po).
