Rick Hoehne

Rick Hoehne is a nonresident senior fellow affiliated with the Indo-Pacific Security Initiative of the Atlantic Council’s Scowcroft Center for Strategy and Security. He currently serves as an adjunct professor at Missouri State’s School of Defense and Strategic Studies.

Hoehne initially commissioned in the US Army as a nuclear weapons-qualified field artillery officer, deploying to South Korea where he served on the Demilitarized Zone. Throughout his over-twenty-year Army career, Hoehne commanded soldiers three times and served in the Pentagon on both the Army and Joint Staffs, as well as in units at all operational levels in both peace and conflict.

As a civilian, Hoehne joined the Defense Intelligence Agency (DIA), serving in a variety of leadership roles including deputy director of plans and requirements, director of strategy, and chief of staff of the intelligence directorate at US European Command. Returning to the United States, Hoehne was appointed the DIA senior representative to US Strategic Command (USSTRATCOM) in Omaha, Nebraska. He was also appointed by the director of national intelligence to serve concurrently as representative to USSTRATCOM. Promotion to Senior Executive Service Tier II provided the opportunity to serve as the deputy director of intelligence for USSTRATCOM, where he was responsible for ensuring the global situational awareness that enables strategic deterrence.

Hoehne’s education includes a bachelor of science in economics from Northern Illinois University, and graduate degrees from Webster University, the National Intelligence University, and the US Army War College.
