The Financial Times quotes Cyber Statecraft Initiative Director Jason Healey on North Korea’s role in the cyberattack against Sony: 

Jason Healey, an expert on cyber issues at the Atlantic Council in Washington, said that it would be wrong to treat this as an act of “cyber war” that demanded an equivalent response from the US military’s Cyber Command.

However, if the administration did nothing in response, it could invite similar events, such as a “Chinese attack on a newspaper carrying unflattering stories about corruption”.

The best approach, he said, was for the US to lay out its evidence of North Korean involvement in the Sony cyber attack and to call for an independent international investigation of the incident that would “cement the facts”.
