It’s natural, but generally wrong, to look to the military to protect us from warfare online.

Experts and officials have warned about a “cyber-Pearl Harbor” and there have been a string of ever-increasing cyber assaults over the years. Yet surprisingly, in cyberspace the Defense Department is not America’s cyber power. In the Internet, what sets America apart is not the strength of its military hackers but its ability to build and maintain the Internet and fill it with content the world wants.
