On September 24, senior vice president and director of the Scowcroft Center for Strategy and Security Barry Pavel was quoted by McClatchy in an article titled “‘Divide and conquer’: World leaders get VP welcome, meetings with Kamala Harris before Biden.” In the article, Pavel comments on the benefits of the administration’s approach to hosting foreign government leaders, in which Vice President Harris holds separate sessions with heads of government before their meetings with Biden.
