The CPTF report is a product of a series of meetings with a standing group of high-level strategic actors—former US administration officials, distinguished members of academia, international organizations, and transportation/logistics industry executives—and ad hoc expert invitees, who convened to define the problem of piracy and develop policy recommendations for the US government and partner countries as well as maritime stakeholders.

The event featured a keynote speech by Andrew Shapiro, assistant secretary of state for political-military affairs. Barry Pavel, director, Brent Scowcroft Center on International Security, and J. Peter Pham, director, Michael S. Ansari Africa Center, presented the report and participated in a Q&A session with the audience.
