John Herbst, Director of the Dinu Patriciu Eurasia Center, served as the ambassador to Ukraine from 2003 to 2006. 

Adrian Karatnycky, Senior Fellow and close observer of Ukrainian politics, was President and Executive Director of Freedom House from 1993 to 2004, where he developed programs of assistance to democratic and human rights movements in Belarus, Serbia, Russia, and Ukraine.
