After interviewing over sixty senior former foreign policy, defense, and intelligence leaders, authors Ambassador Chester Crocker, Ambassador David Miller, Ambassador Thomas Pickering, and Daniel Levin discovered a wide-ranging, bipartisan consensus on the inefficiency of the National Security Council to strategically assess options and anticipate consequences.
