Russia’s military interventions in eastern Ukraine and Syria have been accompanied by deliberate information operations that leverage multiple elements of national power to shape the opinions of people in the affected and surrounding areas. These operations rely on wide-ranging tools: state-sponsored media outlets, social media, cyber and intelligence capabilities, and twisted interpretations of international and legal norms. The aim is to undermine United States’ interests and values abroad. The Counter Disinformation Bill sponsored by Senators Rob Portman and Chris Murphy seeks to improve the ability of the United States to address this challenge by developing and synchronizing a single strategy to counter foreign propaganda and disinformation by leveraging exisiting expertise and empowering local communities to defend themselves from foreign manipulation. The panelists will discuss Russia’s tool-kit of influence and how the West should respond.
