On Thursday, March 26 at 10:00 a.m. ET, the Atlantic Council’s Democracy + Tech Initiative, in partnership with Conexión Segura y Libre, will launch Watch the Watchers: Surveillance technologies for political control in Venezuela, a report examining the architecture and deployment of Venezuela’s state surveillance system.
The report documents the full scope of state control: artificial intelligence-enhanced closed-circuit television networks, mass interception of telecommunications, drone surveillance, state-sponsored applications, device seizures, and targeted cyberattacks—capabilities that have developed over two decades into a multi-billion-dollar infrastructure supported in part by Chinese technology partnerships.
Policymakers, human rights advocates, and researchers will discuss the report’s findings and their implications for governance and international policy responses to Venezuela’s political future.
