Alexandre Marques Pinho is a participant in the 2025 European Leadership Accelerator hosted by the Atlantic Council’s Millennium Leadership Program. He serves as an adviser in the private office of Portugal’s minister of national defence. In this capacity, he provides advice across key defense domains and outreach, including cyber and the implications of the digital transition and disruptive and emerging technologies. Previously, he was a senior policy advisor in the Defence Policy Directorate, where he delivered advice on strategic defence planning, cyber defense, and the protection of critical undersea infrastructure in the Atlantic. Other assignments included crisis management relating to the provision of military assistance and support to Ukraine. He has experience in various NATO organizations, in city government, and in the commercial sector. Pinho is an alumnus of the US State Department’s International Visitors Leadership Program (the delegation marking the seventy-fifth anniversary of NATO). He holds degrees from the University of Kent in the United Kingdom and the Military Academy in Portugal, and he is now focused on the implications of the twin transition for national security.
