Jessie Rosa is a Millennium fellow at the Atlantic Council and program manager within the Space Systems and Advanced Programs group at General Atomics Electromagnetic systems. Here, Rosa manages a large National Aeronautics and Space Administration contract to build a spacecraft whose mission is to analyze the effects of the sun on Earth’s atmosphere. She also manages several key cutting-edge research projects within the company. She currently serves in the Navy Reserves as her unit’s executive officer, manages virtual space training across the Navy Reserves, and leads efforts to develop innovative tactics within Maritime Information Warfare. Previously, she was a Navy helicopter pilot and weapons and tactics instructor responsible for ensuring tactical standards were met by pilots and aircrew and managed several tactics development projects. Rosa has a bachelor of science in astrophysics from the United States Naval Academy and is working towards a master’s degree in space systems engineering from Johns Hopkins University.
