United States and CanadaThomas Scott is a 2025 Millennium Leadership Intensive participant. For more than a decade, he has practiced law at the intersection of emerging technology and financial transparency, including by serving as the chief legal officer of the World protocol, a project co-founded by Sam Altman to launch a cryptocurrency and to build critical tools for ensuring “proof of humanity” in the AI age. Prior to World, Scott practiced at General Motors’ self-driving car startup, Cruise; the global law firm Freshfields Bruckhaus Deringer; and courts in the US and South Africa. This breadth of experience enables Scott to connect dots across the tech sector and the public sector, where he has particular expertise in international criminal justice and comparative constitutional law matters. A Founding Member of the L Suite peer community, Scott has been honored as an Atlantik-Brücke German-American Young Leader and a Truman Governance Fellow. He received his B.A. in African development from the University of South Carolina, a J.D. from Stanford Law School, and a Master’s in Public Affairs from Princeton University.
