In the latest in the series of “IntelBriefs” on African security issues being produced by the Atlantic Council’s Africa Center in partnership with the Soufan Group, an international strategic consultancy, Africa Center Assistant Director Adrienne Chuck writes on the twelfth African Growth and Opportunity Act (AGOA) forum, which opens today in Addis Ababa, Ethiopia. If all goes well, current support for AGOA from both the US and Africa will lead to renewal of the legislation far ahead of its 2015 expiration. However, disagreement over proposed reforms could cause delays. Unless AGOA is reformed in a way that encourages US investment, US economic engagement with Africa will sink alongside US demand for foreign oil.
