“Strong leadership from Washington could move the Europeans in the right direction,” John Herbst, a former U.S. ambassador to Ukraine who now is director of the Atlantic Council’s Eurasia Center in Washington, said in an interview. “It may be painful in terms of certain business interests, but if we don’t stop Putin now, what might he do next?”
