The Wall Street Journal quotes Rafik Hariri Center Senior Fellow Frederic Hof on Turkey’s reluctance to intervene in the predominantly Kurdish Syrian city of Kobani: 

“The U.S. and Turkey are fundamentally not on the same page when it comes to the Islamic State’s threat in Syria,” said Frederic Hof, the Obama administration’s former special adviser on Syrian transition who is now a senior fellow at the Atlantic Council think tank.
