US News & World Report quotes Brent Scowcroft Center on International Security Senior Fellow Robert Manning on using oil exports as a tool of US foreign policy:

The move would not be without precedent. President Ronald Reagan found it in the national interest to send crude oil to Canada in 1985.

“There’s a pretty compelling case for exporting oil,” says Robert Manning, a senior fellow in the Brent Scowcroft Center on International Security at the Atlantic Council. “And as a contributor to US national security, making countries less reliant on Russia or the unstable Middle East is beneficial.”
