On Tuesday, October 7, 2025, the Atlantic Council’s Eurasia Center and the Kyiv Security Forum hosted an expert discussion, featuring former Prime Minister of Ukraine Arseniy Yatsenyuk, on the war in Ukraine and diplomatic efforts to end it.
The diplomatic and battlefield situations changed rapidly in the weeks leading up to the discussion. Panelists explored the Trump administration’s latest policy towards Ukraine and took a closer look at the war on its frontlines. Ambassador Paula Dobriansky broke down the administration’s policy approach to the war against Ukraine since entering office, seeing the most recent developments as a “game changer.”
Kimberly Kagan described the current dynamism of the frontline which differs from clearly defined World War I trench lines. Panelists discussed the issue of incremental Western support for Ukraine and debated the efficacy of Tomahawk missiles in changing political or battlefield dynamics.
Lieutenant General Douglas Lute and Kagan highlighted opportunities in investing in Ukraine’s domestic defense industry to support the war effort, buttress Ukraine’s future security, and innovate on the United States’ own defense capabilities.
Prime Minister Arseniy Yatsenyuk underlined the issue of Chinese dual use goods, as well as energy purchases, in supporting Russia’s aggression against Ukraine. He urged the West to take avoid complacency in approaching the war, as Russia retains significant resources and strong allies to wage its campaign of aggression against the free world.
If Ukraine wins against Russia, the United States also wins, Yatsenyuk concluded at the end of the discussion.
