Europe & EurasiaLiana Semchuk is a 2025–2026 Millennium fellow and is the global intelligence manager at Sibylline, a strategic risk consultancy. With a diverse background spanning multiple sectors, Semchuk has gained experience in the US government, academia, and management consulting. Her professional focus centers on Europe and the Eurasia regions, particularly in relation to her work on the ongoing war in Ukraine. She completed her PhD dissertation at the University of Oxford, Nuffield College, in 2021, focusing on the impact of oligarchs on the early trajectories of the 2014 separatist crisis in eastern Ukraine. Semchuk has been awarded international scholarships, including the Bucerius PhD Scholarship in Humanities and Social Sciences, and has authored numerous opinion pieces in her field. Her writing and live media appearances have been featured in major outlets such as Bloomberg, BBC, the Guardian, and Forbes, among others.
