Lieutenant Commander Martin Zuber is the 2025-2026 Senior US Navy Fellow at the Atlantic Council’s Scowcroft Center for Strategy and Security.

Zuber was born and raised in Houston, Texas. He graduated and earned his commission as a surface warfare officer from the United States Naval Academy in May 2014 with a Bachelor of Science in computer science and information technology. He also holds a Master’s Certificate from the Naval Postgraduate School in cybersecurity fundamentals and graduated with a Master of Science in business analytics from the University of Texas at Austin with a focus on artificial intelligence and machine learning applications.

He reported onboard the USS Russell (DDG 59) as the communications officer and maritime interception operations officer-in-charge in July 2014. During his tour, the USS Russell completed an Indo-Pacific and Arabian Gulf independent ballistic missile defense deployment. He next reported to Amphibious Squadron 3 in May 2017, where he served as the assistant operations officer and completed USS America‘s (LHA-6) maiden deployment to the Indo-Pacific and Middle East, along with a follow-on deployment to the Southern Pacific onboard USS Somerset (LPD-25), serving as the communications officer.

In 2019, Zuber transferred to Naval Forces Europe/6th Fleet stationed in Naples, Italy, where he served as a theater security cooperation staff officer managing key leader engagements across the European theater. In March 2020, Zuber was selected for redesignation to Cryptologic Warfare. He served his first cryptologic tour at Cryptologic Warfare Activity 65 and then later served at Cryptologic Warfare Maritime Activity 61 as the Fleet Information Operations Center department head. In 2024, Zuber was selected for redesignation to Maritime Cyber Warfare.
