Matthew Rose is a cleared executive with nearly twenty years of experience in industry, government, non-profit, and academic roles. Matthew continues to improve supported organizations through innovation, technology, and thoughtful analysis. His areas of recent focus include national security policy, technology modernization, improving acquisition frameworks and the inclusion of human centered approaches, and supply chain analysis.

Matthew serves as the Acting Chief Performance Officer and Chief Design Officer at the Department of Defense’s Joint Artificial Intelligence Center. In these roles, Matthew helps the JAIC deliver AI products and services by ensuring there is a measurement framework for a consistent experience. He manages strategic partnerships with other Federal Agencies, the White House, Congress, and Defense Components. Matthew is also currently part of the Acquisition Innovation Research Center’s Innovation Panel.

Recently, Matthew served as the Senior Advisor to the General Services Administration’s Technology Transformation Services. He was also previously part of the leadership team in the IT Centers of Excellence – a White House effort to accelerate enterprise technology modernization across the government. There, he oversaw millions of dollars in IT and services acquisition, cloud optimization, customer experience, data and analytics, contact center improvement, IT program management, and artificial intelligence efforts. He was also responsible for the Cloud Adoption and Infrastructure Optimization portfolios. He architected a plan to reinvigorate the US Web Design System, create a federal innovation advisory commission, and helped codify bi-partisan legislation on federal IT.

Before joining the GSA, Matthew served as the Senior Advisor on the Secretary of Defense’s Protecting Critical Technology Task Force. There he assisted the DOD, Intelligence Community (IC) and greater interagency with policy and capability development. Mr. Rose has also served in multiple roles in the Joint Staff, IC, United States Africa Command, Department of Homeland Security and Transportation Security Administration. Mr. Rose is a commissioned officer in the US Army Reserve, where he serves as the National Capital Region’s Innovation Officer, assisting the Army Futures Command with bridging the gap between DOD requirements and private sector offerings.

Matthew has held several academic and research affiliations at the University of Wisconsin- Madison, and Army War College. He’s authored over 35 academic reports, journals, book chapters and papers. He holds a Masters of Science in Strategic Studies from the US Army War College, as well as a Masters of Science in Strategic Intelligence from the National Intelligence University. He is graduate of the US Army’s Command and General Staff College and also holds other degrees from the University of Cincinnati and Cochise College.

Matthew resides in Northern Virginia with his wife Whitney and three children, Ethan, Kathryn, and Benjamin.
