Lieutenant Phillip M. Ramirez is a military SkillBridge fellow for Forward Defense in the Scowcroft Center for Strategy and Security at the Atlantic Council.

Ramirez most recently served at the Nimitz Warfare Analysis Center at the Office of Naval Intelligence as a line analyst and military division head. Previously, he was the targeting officer for Carrier Air Wing Nine, supporting its 2022 deployment aboard the USS Abraham Lincoln and exercises including Rim of the Pacific and Northern Edge. Earlier tours included work at US Second Fleet in Norfolk and completion of the Naval Intelligence Officer Basic Course following his redesignation from naval aviation to intelligence.

Ramirez commissioned through the Naval Reserve Officer Training Corps program at Harvard University, where he earned an AB in government with a minor in economics, and he holds a Master of Arts in Security Studies (Northeast Asia focus) with distinction from the Naval Postgraduate School. Raised largely in Germany, he considers Iowa his adopted home.
