Stéphane Le Bouder is a nonresident senior fellow at the Atlantic Council’s Africa Center and the chief operating officer of MiDA Advisors, a global advisory firm specializing in facilitating institutional investments and trade in Africa and other emerging markets. 

Previously, he worked at the US House of Representatives, where he was the deputy staff director for the House Foreign Affairs Committee. He also previously served as the deputy assistant secretary for international affairs in the office of legislative affairs at the US Treasury Department, and has past experience in African private equity, fintech, and derivatives trading. Le Bouder also sits on the board of CorpsAfrica, a nonprofit organization that offers young Africans a peace corps-like transformative experience to volunteer and serve in high-poverty communities.

Le Bouder holds a BA and MA in economics from McGill University and an MBA from Harvard Business School. He is a native of the Central African Republic and holds both US and French citizenships. He lives in Washington, DC, with his wife and three children.
