The Atlantic Council is excited to see you in person for the 2023 Global Energy Forum (GEF), held in Dubai as energy and climate decision-makers converge for COP28. Day 1 of the conference will be held on December 5 and takes place in the COP28 Green Zone at the Connect Conference Center, located by the Opportunity Entrance. Day 2 of the conference will be held on December 7 and takes place at the St. Regis on the Palm Jumeirah. The most current program information can be found on our webpage.

Please take a moment to review the important information below regarding access to the Forum.

Visa process

The visa process for the United Arab Emirates (UAE) can be managed online for all passports that aren’t exempt, and it’s a 4 day online turn around. If flying with Emirates airlines or Etihad, the application can be done on the airlines’ websites once the ticket is purchased and processed within the 4-working day limit. If flying with another airline, oftentimes the hotel reserved for accommodations can provide guidance and assist with processing a visa.

Please note: A passport valid for at least six months beyond the date of entry is required to enter the UAE.

Check in and badges

Pre-event registration is required to attend GEF in-person. Registration can be completed here.

Day 1, Tuesday, December 5: Check-in will open at 2:00pm GST at the Connect Conference Centre, located by the Opportunity Entrance. A Green Zone badge is required for access to day 1 of the Atlantic Council GEF at COP28. Please note due to guidelines of the COP28 Presidency, The Atlantic Council can not provide access to the Green Zone. To obtain Green Zone passes for you and/or your colleagues, you must register here: https://greenzonepass.cop28.com

Day 2, Thursday, December 7: Check-in will open at 8:30am GST at the St. Regis Dubai, The Palm, in the pre-function area of the Ballroom.

Transportation

The COP28 Green Zone Connect Conference Center, located by the Opportunity Entrance, and the St. Regis Dubai, The Palm, are easily accessible via taxis and Uber. Please note that most taxis require payment in local currency. The St. Regis Dubai, The Palm, has valet parking and self-service parking available.

Wireless internet

Tuesday, December 5: COP28 UAE attendees will have access to high-speed Wi-Fi and 5G connectivity across the Green Zone. The connectivity will be secure and tested.

Thursday, December 7: Wireless internet will be available on-site at The St. Regis Dubai, The Palm, for all GEF attendees; please select the free network StRegis_Conference. No password is required.

Dress code

We kindly request business attire and recommend wearing appropriate attire for the weather. Please note that outdoor weather in the evenings can be chilly. For evening receptions, we welcome attendees to dress in business casual attire.
