Evan Cooper was a junior fellow with the New American Engagement Initiative in the Scowcroft Center for Strategy and Security, which aimed to critically examine the core assumptions of American grand strategy and propose fresh, innovative ideas for US foreign policy. Cooper’s work focused on American diplomatic engagement and the use of the United States military. Prior to joining the Atlantic Council, Cooper was a policy consultant in California.

Cooper holds a Master of Arts in Security Studies from Georgetown University, with a focus on international security. He received a Bachelor of Arts in Political Science from Chapman University.
