The Strategic Litigation Project at the Atlantic Council (SLP) develops tools to empower practitioners seeking justice for atrocities and core international crimes committed in Ukraine since Russia began its full-scale invasion in February 2022. Central to this work are the SLP’s efforts to hold accountable and deter facilitators of Russia’s repeated and escalating airborne attacks on Ukrainian civilians. Recognizing that the Russian military has relied on a wide network of actors, the SLP has teamed up with partners to address the actions of those who have aided and abetted core international crimes in Ukraine. A main pillar of this work has been efforts to gather evidence and prepare legal analysis of the Islamic Republic of Iran’s provision of Shahed-style drones and related support to the Russian government. This information can be used to support international investigative and legal mechanisms, states with universal jurisdiction, and other justice efforts.
