On Friday, September 5, at 1:30 p.m. ET, the Atlantic Council’s Eurasia Center will host an expert discussion on the Russian view of negotiations with the United States and with Ukraine.

Despite months of high-level diplomatic overtures from the Trump administration, Russia has repeatedly declined to end its war on Ukraine. The Kremlin’s insistence on pursuing the political control of Ukraine through battlefield operations and attacks on Ukrainian cities has forced observers, as evident in statements including those from US President Donald Trump, to question whether Moscow really wants peace. Russian President Vladimir Putin’s regime has engaged the US side in negotiations but sought to slow the tempo and lower the level of talks with Ukraine.

How does the Kremlin pursue its maximalist objectives at the negotiating table? What can the United States and its allies do to get Russia to negotiate peace in good faith?

The Atlantic Council’s Eurasia Center is convening a panel of experts to discuss how Putin and the Kremlin view negotiations with Trump and Ukraine and the prospects for making progress in negotiations.
