As China, Russia, and other US competitors rapidly leverage cross-domain capabilities and advanced technologies to reach their strategic goals, the United States must prepare to prevail on a new battlefield. US adversaries are racing to lead in emerging frontiers, harnessing space, cyber, and electronic warfare capabilities in and across traditional domains. Similarly, nations are looking to new connective technologies such as artificial intelligence and machine learning to revolutionize the way in which wars are fought and won. With security challenges now spanning multiple domains and theaters of warfare, integration across all services, combatants, and US allies will be central to effective defense and deterrence. The US Department of Defense must keep up with the developing threat landscape through updating its arsenal, raising an adaptable force, and harnessing innovation for integrated deterrence.
