Safwan Al-Amin is a nonresident senior fellow with the Iraq Initiative in the Atlantic Council’s Middle East programs. Al-Amin is an international attorney and public policy advisor whose practice focuses on complex civil litigation, transnational business transactions, and regulatory compliance. He also advises governments in the Middle East on legislative and regulatory reform.

He has represented corporate and governmental clients on cross-border legal matters and provides strategic counsel on international governance and development. Safwan regularly publishes commentary on legal and constitutional issues in Iraq and contributes to policy discussions on the rule of law and institutional reform.

He holds an LLB in law from SOAS University of London, an MPA from the Harvard Kennedy School, and an LLM from Yale Law School with a focus on international and comparative constitutional law. He is licensed to practice law in Iraq, New York, and the District of Columbia.
