
Satu Vasamo-Koskinen

Satu Vasamo-Koskinen is a visiting fellow with the Transatlantic Security Initiative at the Atlantic Council’s Scowcroft Center for Strategy and Security. Her work focuses on the securitization of innovation schemes and reimagining defense and innovation policies in rapidly evolving environments. In Finland, Vasamo-Koskinen serves in senior roles across the Finnish government, including in the prime minister’s office. Her government work is focused on enabling innovation, strengthening competitiveness, and supporting the adoption of emerging technologies.
Vasamo-Koskinen previously worked at the European Commission, where she worked on the European Union’s (EU’s) digital policy. Earlier in her career, she spent a decade working in business advocacy at the Confederation of Finnish Industries, where she worked closely with corporate leadership on trade, competitiveness, and regulatory policy. She later played a leading role in shaping Finland’s position on the EU Artificial Intelligence Act and served as secretary general of the AI 4.0 Programme, a national initiative designed to strengthen Finland’s AI ecosystem. She also previously served as a member of the Organisation for Economic Co-operation and Development’s Committee on Digital Economy Policy.
