The article notes that the United States and its allies and partners need to increase their levels of weapons, munitions, and personnel to properly deter adversaries.

If the United States and NATO go back to the basics of permanent forward basing and mass, Russia will be deterred. And if Russian President Vladimir Putin or his successor dares to cross the line, such an incursion by Russia would be decisively defeated.
