Jean-Paul Perruche, research director for Euro-Atlantic security at the French Ministry of Defense’s Institute for Strategic Research-École Militaire (IRSEM) and a member of Atlantic Council’s Strategic Advisors Group, and Maya Kandel, research fellow at IRSEM.
