Following the 2025 NATO Summit in The Hague, transatlantic allies and partners are ramping up defense spending to meet the new threshold of spending 5 percent of gross domestic product on defense and defense-related items. They have approved new capability targets to resource the Alliance’s suite of defense plans.

This once-in-a-generation transformation takes place as defense industrial bases on both sides of the Atlantic face critical vulnerabilities and lack the capacity to match adversaries’ defense production at speed and scale.

To meet this pressing challenge with bold, innovative ideas, the Atlantic Council is establishing a task force of senior-level stakeholders. This group will provide actionable recommendations to boost European and US defense industrial capacity, streamline acquisition policies, break down barriers to transatlantic defense industrial and tech collaboration, and explore efforts to harness co-development and co-production.
