On March 1, 2021, Pepe Zhang was quoted in a Valor Econômico article, “China zera financiamento à América Latina em 2020” (“China zeroes out financing to Latin America in 2020”).
Zhang’s contributions, shared in Portuguese, translate as follows: “Certainly, the economic downturn of these countries has a significant weight on the decisions of the Chinese government. In addition to fewer loans for these governments, Beijing began to demand projects of higher quality, which would be sustainable and yield returns. This [Chinese] learning happened even before the pandemic. China wants to place its money wherever is most economically interesting.”
