The risk of war in the Indo-Pacific is growing, with both China and North Korea increasing their military capabilities and aggressive postures toward their neighbors. That’s where the Tiger Project comes in. The Project is the Atlantic Council’s effort to develop and capture new insights and actionable recommendations to inform how the United States can more effectively work with its allies and partners to reinforce deterrence of aggression in the Indo-Pacific—or, if necessary, defeat it.
The Tiger Project’s insights and recommendations are disseminated through a collection of videos, short and long-form written content, public events, and private convenings, with the highlights compiled below. Here, you will find insights for understanding and addressing a wide range of key considerations for Indo-Pacific deterrence and conflict, such as the risk of simultaneous conflicts with China and North Korea, the potential for limited nuclear attacks, requirements for new command and control structures, and the need to prepare for a protracted conflict with China.

About the project
Named for the tiger—a symbol of courage, strength, and protection in the culture and mythology of many Indo-Pacific countries—the Tiger Project includes the contributions of a wide network of staff and nonresident experts, led by the Indo-Pacific Security Initiative of the Scowcroft Center for Strategy and Security. The analysis produced under the Project is informed by travel to the region, expert interviews, research studies, workshops, tabletop exercises, wargames, and simulations, as well as the practical on-the-ground experience of its contributors.
